President Kagame Appoints Joseph Nsengimana as Minister of Education

President Paul Kagame has appointed Joseph Nsengimana as the new Minister of Education, succeeding Gaspard Twagirayezu who was appointed as the CEO of Rwanda Space Agency.

The appointments were announced in a communique from the Office of the Prime Minister on Wednesday, 11 September 2024.

Until his appointment on Wednesday, Nsengimana was a Director at the Mastercard Foundation Centre for Innovative Teaching and Learning.

Prior to joining the Mastercard Foundation, Joseph had a long career at Intel Corporation. He crafted and led the implementation of Intel’s Africa public policy and corporate affairs strategy. He led the team responsible for government affairs, education, ICT, and broadband policies in Sub-Saharan Africa.

He has worked closely with Ministries of Education and other stakeholders in using ICT to transform their education systems. He was involved in the roll-out of Intel Teach. Joseph also led Intel’s participation in the Partnership to Strengthen Innovation and Practice in Secondary Education (PSIPSE).

In the same communique, Nelly Mukazayire, who was the Deputy CEO of Rwanda Development Board, was appointed as the new Permanent Secretary at the Ministry of Sports.

She succeeds Zephanie Niyonkuru, who was removed from the position last month.
