Rwanda’s Minister of Foreign Affairs and International Cooperation, Amb. Olivier Nduhungirehe, held talks with his Ghanaian counterpart, Samuel Okudzeto Ablakwa, on the sidelines of the 46th Ordinary Session of the AU Executive Council in Addis Ababa, Ethiopia.
According to a post on X by Rwanda’s Ministry of Foreign Affairs on Thursday, February 13, their discussions focused on further strengthening the existing strong bilateral relations and cooperation between Rwanda and Ghana.
Rwanda and Ghana have a long-standing partnership. On January 7, 2025, President Paul Kagame attended the inauguration ceremony of President John Dramani Mahama of Ghana and Vice President-elect Naana Jane Opoku-Agyemang.
In 2020, Rwanda established a resident High Commission in Ghana, with its chancery located in the cosmopolitan city of Accra.
The High Commission primarily focuses on enhancing economic cooperation to boost intra-African trade in goods and services. Key areas of collaboration include trade, business and investment promotion, tourism, and education. In support of these efforts, the High Commission has facilitated the signing of several economic cooperation agreements.

Currently, Rwanda and Ghana have signed multiple agreements, including a General Cooperation Agreement (GCA), a bilateral Air Service Agreement, and an agreement establishing a Joint Permanent Commission.
Additionally, they have signed Memoranda of Understanding in various sectors, such as defense and security cooperation, private sector collaboration, tourism, arts and culture, financial sector cooperation, and trade and economic cooperation. Efforts continue to expand these agreements into other sectors to encourage public, private, and civil society collaboration.
In a reciprocal move to deepen bilateral ties, Ghana appointed its first resident High Commissioner to Rwanda in 2024, establishing a High Commission in Kigali. This move is expected to elevate relations between the two nations to new heights.
