Wang Xuekun had served as the Ambassador of the People’s Republic of China since August 2022, when he presented his credentials to President Kagame. Rwanda and China collaborate in various sectors. The two countries established diplomatic relations in 1971, and their political partnership has grown significantly. In March 2024, during the 9th session of the Rwanda-China Joint Committee on Economic, Technical, and Trade Cooperation (JETTCO), both nations reaffirmed their commitment to strengthening bilateral ties. Discussions focused on aligning Rwanda’s Vision 2050 with China’s Belt and Road Initiative and accelerating projects in infrastructure, agriculture, and technology. Both countries also collaborate in defense, as demonstrated by high-level visits between officials. On August 9, 2024, President Paul Kagame received Lt. Gen. Huang Xucong, Deputy Commander and Chief of Staff of the Central Theater Command of the Chinese People’s Liberation Army, along with his delegation, who were on a four-day official visit to Rwanda. Their discussions centered on strengthening cooperation between the Rwanda Defence Force and the Chinese People’s Liberation Army. In September 2024, on the sidelines of the China-Africa Summit (FOCAC) in Beijing, President Paul Kagame met with Chinese President Xi Jinping. According to Village Urugwiro, the meeting, attended by delegations from both nations, covered ongoing collaboration in key sectors, including health, infrastructure, and technology. “The Heads of State also reaffirmed their commitment to multipolar global governance based on sovereignty, self-determination, and shared values,” Village Urugwiro stated in September.
