President Paul Kagame arrived in Dar es Salaam, Tanzania, on Saturday, February 8, to join Heads of State from the East African Community (EAC) and the Southern African Development Community (SADC) for a joint summit on the security situation in eastern DRC. The summit follows an agreement between SADC Chairman, President Emmerson Mnangagwa of Zimbabwe, and EAC Chairperson, President William Ruto of Kenya. Prior to the presidential summit, a ministerial session was held on Friday. SADC and EAC leaders are focusing on addressing instability in eastern DRC and strengthening regional security efforts. Recently, M23 rebels captured Goma, the capital of North Kivu province in eastern DRC. The M23 is a Congolese rebel group claiming to protect Kinyarwanda-speaking Congolese, particularly the Tutsi community, who face hate speech and violence allegedly instigated by their own government. The rebels have repeatedly called for dialogue with the government, but their requests have gone unanswered. Attending Presidents include Paul Kagame of Rwanda, Cyril Ramaphosa of South Africa, Yoweri Museveni of Uganda, Hassan Sheikh Mohamud of Somalia, and host President Samia Suluhu Hassan of Tanzania. Also present were SADC Chairman, President Emmerson Mnangagwa of Zimbabwe, and EAC Chairperson, President William Ruto of Kenya. President Felix Tshisekedi of the DRC attended virtually.
