Rwanda has confirmed its support for Louise Mushikiwabo to seek a third term as Secretary-General of the International Organisation of La Francophonie (OIF), Foreign Affairs Minister Olivier Nduhungirehe has said. The announcement was made by Minister Nduhungirehe in an exclusive interview with Jeune Afrique, in which he expressed confidence in the success of Rwanda’s proposal. “We are therefore quite confident in the success of this proposal,” he said. The election of the OIF Secretary-General is scheduled to take place during the organisation’s General Assembly, which will be held in Phnom Penh, Cambodia, in November 2026. Mushikiwabo has served as Secretary-General since January 2019, after being elected by French-speaking heads of state and government at the Francophonie Summit held in Yerevan, Armenia, in October 2018. She was re-elected for a second term during the Djerba Summit in November 2022. If re-elected in November 2026, Mushikiwabo would become the second Secretary-General of the OIF to serve three terms, after former Senegalese President Abdou Diouf. Rwanda has been a member of the Organisation Internationale de la Francophonie since 1970 and has worked closely with the organisation on several initiatives. These include efforts to improve the quality of French language teaching and education in the country. The OIF brings together 93 member states and governments, supporting them in developing and strengthening public policies. It also promotes international cooperation in areas such as culture, education, and governance. The organisation’s mission focuses on promoting the French language, cultural and linguistic diversity, peace, democracy, and human rights, while also supporting education, training, higher education, and research.
