Rwanda and the Federative Republic of Brazil have taken an important step in strengthening their diplomatic ties with the signing of a Memorandum of Understanding (MoU) on Political Consultations. The MoU was signed by Clementine Mukeka, Permanent Secretary at the Ministry of Foreign Affairs and International Cooperation, and Irene Vida Gala, Ambassador of Brazil to Rwanda, on Thursday October 9. The signing took place in Kigali during the inaugural political consultations co-chaired by PS Mukeka and Amb. Carlos Duarte, Secretary for Africa and the Middle East at Brazil’s Ministry of Foreign Affairs. In her remarks, PS Mukeka noted that the MoU marks a significant milestone in bilateral relations as it formalizes ongoing dialogue between the two nations. Discussions during the meeting focused on reviewing existing cooperation and exploring new avenues of collaboration between the two countries. Rwanda and Brazil established diplomatic relations in 1981, and cooperation has grown steadily, especially following the establishment of resident embassies in Kigali and Brasília. In 2019, the two countries signed an agreement to cooperate in air travel known as the Bilateral Air Services Agreement (BASA). In December 2023, Lawrence Manzi was appointed Ambassador of Rwanda to Brazil, becoming the first Ambassador from Rwanda to that country. On May 22, 2024, he presented his Letters of Credence to Lula da Silva, President of the Federative Republic of Brazil. This has enabled closer political dialogue and enhanced cooperation in various areas such as education, science and technology, economic and trade cooperation, agriculture, infrastructure, and health.
