The agreement was signed in Montreal, Canada, on the sidelines of the 42nd Assembly of the International Civil Aviation Organization (ICAO), bg Prosper Higiro, High Commissioner of the Republic of Rwanda to Canada, and Lt. Col (Ret’d) Egbert Field, Director General of the Guyana Civil Aviation Authority. After decades of an economy dependent on agriculture, mining, and other extractive industries, the country's economic landscape has been dramatically transformed by significant offshore oil discoveries beginning in 2015. This has made Guyana one of the world's fastest-growing economies, with the oil sector fueling unprecedented GDP growth and positioning it as a major global oil producer.
