Peace efforts and talks in the Democratic Republic of Congo (DRC) have resumed in Doha, representatives of the Government of the Democratic Republic of the Congo (DRC) and the Alliance Fleuve Congo/March 23 (AFC/M23) movement are meeting to salvage a faltering ceasefire and promoting peace amid rising tensions, despite a peace framework signed less than two months ago. Qatari Ministry of Foreign Affairs spokesperson Majed al-Ansari confirmed on Tuesday that delegations from both sides had arrived in Doha to review the terms of a July agreement. “We’ve received the two parties here in Doha to discuss the earlier agreement,” foreign ministry spokesman al-Ansari said during a regular press briefing. He explained that the current round of talks focused on creating “a mechanism of monitoring the ceasefire, alongside [an] exchange of prisoners and detainees”. The Doha talks began in April and were the first direct contact of the rebels and the Congolese government since the war that began in late 2021. The rebels took control of Goma and Bukavu cities in early 2025. Al-Ansari stressed that negotiations are ongoing and coordinated with the United States and the International Committee of the Red Cross. On July 19, 2025, the DRC government and AFC/M23, with Qatar’s mediation, agreed to a declaration of principles meant to prepare the ground for a formal peace deal. Despite mediation efforts, fighting continues. Recent clashes between the Congolese army and the M23 have cast doubt on the viability of any agreement.
