The Government of Rwanda has approved a national budget of over Rwf 7 trillion for the 2025/2026 fiscal year, marking a 21 percent increase from the revised budget of 2024/2025. According to the Cabinet insights of Cabinet meeting chaired by the Prime Minister Dr. Edouard Ngirente at Urugwiro Village on June 9, the increased budget will fund key national priorities, including the construction of the New Kigali International Airport, as well as major initiatives in job creation, industrialization, and agricultural productivity. Other top priorities include scaling up access to decent housing, electricity, clean water and sanitation, and improving public services such as transport, education, and healthcare. A notable feature of the new budget is its strong domestic financing component. The Government emphasized that a significant portion will be sourced locally, signaling continued progress toward sustainable and self-reliant development. Total projected resources for the 2025/26 fiscal year include domestic revenues of Frw 4,105.2 billion—comprising Frw 3,628.0 billion from tax revenues and Frw 477.2 billion from other sources. External grants are estimated at Frw 585.2 billion, while external loans are projected at Frw 2,151.9 billion. On the expenditure side, the total budget of Frw 7,032.5 billion will include Frw 4,395.1 billion for recurrent spending, such as salaries, and Frw 2,637.4 billion for capital investment. The draft budget will now be presented to Parliament for further scrutiny and approval before it comes into effect on July 1.
