Ministry of Trade and Industry (MINICOM)
in February 2026 set out requirements governing the establishment and operation of industries in Rwanda. Under the new rules, newly established industries are required to operate in areas designated for industrial activities, in line with approved land-use plans. For industries that were already operating before the regulations came into force, the government has provided a
10-year transition period
. The period is intended to give existing businesses time to relocate to approved industrial zones and align their operations with the new regulatory framework. Rwanda currently has
10 industrial parks and specialized economic zones
. These include two Special Economic Zones located in
Kigali and Bugesera
, alongside industrial zones in
Musanze, Rubavu, Rusizi, Muhanga, Nyabihu, Rwamagana and Nyagatare
. More than
320 industries
are currently operating within these designated industrial areas, while the country has more than
1,300 industries
in total. The
Kigali Special Economic Zone
remains one of Rwanda’s major industrial hubs, bringing together businesses involved in a range of manufacturing and industrial activities. Concentrating industries in designated zones is intended to make it easier to provide and manage essential infrastructure, including electricity, water and roads. It also enables relevant authorities to strengthen oversight of
industrial safety, environmental standards and other regulatory requirements
. The 10-year transition period therefore gives existing industries time to adjust while Rwanda continues to organize industrial activities around designated zones and its broader land-use planning framework.

Industries operating outside designated industrial zones in Rwanda have been given up to 10 years to relocate to approved areas under new regulations aimed at improving land use, infrastructure, safety and environmental management.
