The City of Kigali is set to begin a major housing redevelopment project in Kagugu, Gasabo District, where the Kabuhunde residential village will be built to accommodate 716 families currently living in the area. The project is located in Kagugu Cell, Kinyinya Sector, Gasabo District, and will cover 33.7 hectares. Construction is expected to begin in January 2027. Kabuhunde will consist of six-storey apartment buildings (G+6), designed to provide modern housing. The buildings will include parking facilities and elevators to improve accessibility for residents. The project will go beyond housing. It will also include supporting infrastructure such as paved roads, a market, a pharmacy or health facility, a wastewater treatment plant and other public facilities intended to improve residents’ access to essential services. The families to be settled in Kabuhunde are those already living in the area where the project will be developed. According to the City of Kigali, households that own land or houses in the project area will receive new homes based on the assessed value of their existing property and in line with approved procedures for relocation and compensation. This means the project is not simply about moving people to another location. Instead, it aims to help families move from potentially unsafe or inadequate housing into modern and secure homes while allowing them to remain close to their workplaces, businesses, markets and the schools attended by their children. The Kabuhunde project comes as Kigali continues to implement housing programmes aimed at improving living conditions for low- and middle-income residents. Similar initiatives are already being developed in Mpazi and Nyabisindu. In Mpazi, Nyarugenge District, the first phase includes 800 modern homes, some of which have already been occupied, while the expansion phase is expected to provide more than 4,100 additional homes. In Nyabisindu, Gasabo District, more than 2,000 homes are being developed, with completion and occupation planned by June 2027. The City of Kigali says these projects are intended to provide more than just housing. They are designed to create safer and more modern communities supported by better roads, water and sanitation systems, healthcare services, markets and other essential infrastructure. Kabuhunde is therefore expected to become another example of Kigali’s efforts to transform urban housing while ensuring that residents affected by redevelopment can benefit from improved living conditions without being disconnected from the communities and livelihoods they have built over the years.
