The development was confirmed by President Ruto on his X account, where he stated that he had received General James Kabarebe, Rwandan President Paul Kagame's Special Envoy and Minister of State for Regional Integration in the Ministry of Foreign Affairs. "We held a productive meeting reaffirming the strong and growing ties between our two nations," he wrote on X. President Ruto noted that their discussions covered a broad spectrum of bilateral and regional issues, with a shared commitment to strengthening cooperation in peace and security, trade, and regional integration. "Kenya and Rwanda remain steadfast partners in advancing stability and prosperity across the East African region," he added. Rwanda and Kenya have long enjoyed cordial bilateral relations across various sectors of development. In April 2023, the two countries signed nine agreements aimed at establishing frameworks for cooperation in mutually beneficial areas. This was part of President William Ruto’s two-day state visit to Rwanda, during which he held bilateral talks with President Paul Kagame and was later hosted at a state banquet. Six of the agreements were signed by the countries’ respective Ministers of Foreign Affairs and covered areas such as correctional services, diplomatic training, ICT, health, youth, and cooperative development.
