Rwanda’s Ambassador to Israel, Maj. Gen. (Rtd) Emmanuel Bayingana, has presented his credentials to Israeli President Isaac Herzog, formally beginning his diplomatic mission in the country.

The ceremony took place at the Presidential Residence in Jerusalem on Monday, October 26, 2026.

During their meeting, President Herzog highlighted the growing friendship and strong relations between Rwanda and Israel, noting cooperation in several sectors, including innovation, agriculture, development and education.

Bayingana was appointed Rwanda’s ambassador to Israel in June 2026, succeeding James Gatera, who had held the position since December 2022.

Rwanda and Israel maintain diplomatic relations, with both countries operating embassies in each other’s territories. Their partnership has been strengthened by official visits and continued cooperation in areas of mutual interest.

In July 2026, the two countries signed cooperation agreements aimed at advancing basic education, knowledge sharing and technology, higher education, and scientific research. Both sides also acknowledged progress made through their existing partnership.

Agriculture remains an important area of cooperation. Since 2012, Rwanda has sent students to Israel for specialised training in agricultural practices, benefiting from Israeli expertise in irrigation, greenhouse farming, livestock waste management and efficient agricultural production on limited land.

The two countries also share historical experiences associated with the 1994 Genocide against the Tutsi in Rwanda and the Holocaust, in which six million Jews were murdered during the Second World War. These historical experiences provide an additional context for dialogue and cooperation between the two nations.

Bayingana’s presentation of credentials marks a new step in Rwanda’s diplomatic engagement with Israel, with both countries continuing to pursue opportunities to strengthen their bilateral partnership.
