The United Nations Security Council has approved a proposal by U.S. President Donald Trump to deploy an International Stabilisation Force (ISF) to Gaza, where it will be tasked with maintaining security and helping restore order. The decision is part of Trump’s 20-point peace plan aimed at stabilizing Gaza, a territory long disputed by Israel and Hamas, and heavily damaged during the war that began in October 2023. The Security Council voted on Monday, October 17, 2025, with 13 members supporting the resolution. Russia and China abstained. Most of the ISF troops are expected to come from Arab countries. The force will also train Palestinian police officers, who are expected to take over security responsibilities once the international troops withdraw. UN Secretary-General spokesperson Stéphane Dujarric said the vote marked “an important step in supporting the consolidation of the ceasefire.” Hamas rejected the decision, saying it contradicts the will of the Palestinian people. In a statement on Telegram, the group said the resolution “imposes an international guardianship mechanism on the Gaza Strip, which our people and their factions reject.” The Security Council also approved the creation of a transitional governance body called the Board of Peace (BoP). The body will supervise a Palestinian technocratic committee, oversee Gaza’s reconstruction and coordinate humanitarian assistance. President Trump is expected to chair the board, with final membership to be announced later. Trump called the vote “historic,” writing on Truth Social that it would be remembered as “one of the biggest approvals in the history of the United Nations” and a step toward broader global peace. Israel and Hamas signed a peace agreement in October 2025, ending a two-year conflict that killed more than 69,000 people and devastated much of Gaza. Israel launched its military campaign after a Hamas attack inside Israel that left 1,200 people dead and saw others taken hostage.
